Player X can get 4 counters depending on how you manage the stack.

I'm currently using it in my infect deck.

Infect with Proliferate isn't a combo. They were meant to be used together.

Am I misunderstanding this?

As everything, two abilities can be used together for better or for worse. The way you manage their effects is the real combo.

Not really....! Proliferate was explicitly made to coincide with infect and -1/-1 counters...! Thats why they were in the same block!
