You still have to pay 4 life though. The cost is 0, then the ability is to draw two cards, then put 2 put back or lose 4 life for each. The entire ability activates at once, so you still have to put 2 cards back.

The only problem is that you draw your normal card before Sylvan Library can activate, so you still have to discard the two cards you drew, or pay 4 life a piece.
