Once you play Magistrates sceptre, during your next turn upkeep, you use any combo of coretapper + energy chamber to equal 3 counters per turn to apply to your sceptre. from that point on, leave aside 3 mana to use the sceptre's ability and you have infinite turns

Actually, once you have the scepter out you just have to tap and remove the counters that were put on during the upkeep, no additional cost!
