With conspiracy in play, you can play non-allies but still trigger ally abilities... if conspiracy is not in play, Shields of Velis Vel is for additional boost for allies abilities that requires more allies in play...

you know, i didnt think of that. its kinda hilarious lol.

i cant see much in the way of practical use for it, but its still a fun way to surprise someone. "I cast Halimar Excavator....with my Conspiracy in play, i play (enter BAMF Creature gitter/maker here).  I Win."
