Drain Power has a strange Oracle text:

Target player activates a mana ability of each land he or she controls.
Then put all mana from that player's mana pool into yours.

Well, it's "activating the mana abilities" of the lands that player controls, which means all the untapped lands they own have to be tapped. If they don't tap them first with Price of Glory out, you force them to tap with Drain Power.
