Not sure what you're stifling there. The thing putting counters on Dark Depths is a replacement effect which modifies how it enters the battlefield, so can't be stifled.

use the lotus petal for black mana to cast dark ritual then cast vampire hexmage and a basilisk collar, sack the hexmage to remove the counters from the depth :P

Oh i thought you were stifling someone else removing counters, but now i see you were trying to stop the counters from being placed on it! My bad! Its not an ETB trigger though, so it doesnt work! Nice try!

If it said, When dark depths comes into play, put 10 ice counters on it.  it would work then.
