Yeah, I know, it's a whole freaking deck in itself... plus it uses three colors (okay, two if you throw away Time Sieve, but maybe you won't—I'm just using it here as an example). So, you\'re looking at this mess of artifacts and you're thinking, "What the hell am I supposed to do with all of this?" Let me tell you now, Magic the Gathering has never gotten so complicating.

March of the Machines makes the Colfenor's Urn a 3/3 artifact creature whenever it enters the battlefield. With that in mind, you can use Cauldron of Souls to give the Urn persist. Now, with a Steel Wall and at least one Shield Sphere out on the field, you can cast Pack Hunt to find and bring three more Spheres to your hand—and since they have no converted mana cost, they go straight out onto the battlefield. Use them as fodder for the Time Sieve's ability, and watch as the Urn exiles them instead of throwing them to your graveyard. Then at the end of your turn, the Urn sacrifices itself in order to put your four Spheres and the Wall back onto the battlefield... and since you used the Cauldron to give the Urn persist, it comes back with a -1/-1 counter on it. But thanks to Energy Chamber, you can put a +1/+1 counter on the Urn at the beginning of your next turn (which happens immediately) negating the other counter, and tap the Cauldron again to give the Urn persist again. Repeat ad infinitum... or maybe if you're lucky, you'll rack your opponent's brain so hard that they'll forfeit the game just to make you stop this artifact-induced madness! Not to say that you can only use this with Time Sieve—you could use any other sac engine for any other effect you could want, be it for mana or damage. And now I ask...

yes question...how quick/effective can this 8 card 3 color combo really be?

You could get all of this out by turn 5 if you just added a sol ring to it.
T1: Island, Sol Ring, Sheild Sphere, Energy Chamber
T2: Forest, Pack Hunt, Three more Shield Spheres
T3: Swamp, Colfenors Urn, Time Seive
T4: Island, Steel Wall, Cauldron of Souls
T5: Any land, March of the machines, infinite turns.

Question. Does the urn still keep the persist ability after it dies? I dont think so.
