I thought I was missing something, it seemed like I would have noticed it before if it works.

Still not bad though. Triple the damage from your burn spells

If it did work (I know it doesn't but, say, Enchantments counted for the damage prevented), it would end the game in a draw because it would be an infinite combo that could not be stopped

Striker, if it worked, you could win for two reasons.

First of all, the opponent would die, no matter the fact that it is infinite.

Secondly, you could redirect the Pandemonium damage at yourself or a creature.

you could use firestorm, and discard a full hand to make 7 tokens which by pandemonium will deal 3 damage each

I would be surprised if you managed to have 7 cards in your hand. Also, it would waste your hand.

I'm sure there are other burn spells that would work better.

Sorry for necroing this old combo but I am confused. If creatures are spells why aren't enchantments? Take Flametongue Kavu for example. Wouldn't that set off Hostility's ability?

Panda activating is a triggered ability, not a spell.

Enchantments are spells too. It's just that they cease to be spells once they resolve and become permanents. It's the permanent itself that's dealing the damage in the case of Kavu and Pandemonium, not the resolution of the spell.

Spells only exist on the stack.  While things are on the stack everything is a spell, when they resolve the spells either become permanents like the panda and Kavu, or they do what they are suppose to do and go to the grave, such as mana leak and lightning bolt.
Hostility looks for the cards that do what they are suppose to then go to the grave.

If it were Gruul colors, it'd work a lot better. Hostility could trigger with a green persist creature that gained a +1/+1 counter as it entered from ivy lane deinzem or whatever it's called from this set. Much more efficient in this case due to the fact that if you had a sac engine it would go infinite and could be controlled.

Again, like we mentioned above, no creature or ability can activate Hostility. Even if you had an infinite ETB with a creature that deals damage when it enters the battlefield (like Murderous Redcap), it would still be the permanent dealing the damage as an ability and not the spell itself.

And it doesn't work for Evoke creatures either I'm assuming?

As gericault5 mentioned above: "Hostility looks for the cards that do what they are suppose to then go to the grave." Evoke is just an alternative way of casting the creature. The creature still enters the battlefield and is then sacrificed. So Evoke does not trigger the Hostility.
