Psychic Surgery only works when an opponent shuffles their library.

Some card words suck, huh?  Worst part is I wouldn't let anyone else shuffle my library.

No, the text on Visions now says that the player whose deck it is has to shuffle it (if you choose the shuffling option), so this works as planned.

I misread it because of the strange wording. I assumed it said "your library".
