Put Ghost Town on the stack then cast Shifting Borders switching control of the lands. Ghost Town resolves returning it to your hand from their control. They lost a land and you hopefully gain a good non-basic.

What's Annex supposed to do? If you tried to take control of the land, they would just return it to their hand in response.

I think what hes saying is: "why would you play this combo to take a land when you can just annex it?"

And the reasons that you would play this instead of annex are its less symbol heavy, it can be spliced, and they cant get the land back!

Are you insane? There all kinds of legacy/vintage steal control decks, and you can use Brand in your own insane gifting combos.
