At the beginning of each opponent's upkeep, exile all cards from your hand face down. At the beginning of your upkeep, return all cards you own exiled with this artifact to your hand, then draw a card.

Drop the cloister with bazaar trader out and give it to your opponent. On your very next upkeep, your opponent exiles their hand, and use brand to regain control of cloister!

errata:
At the beginning of each opponent's upkeep, exile all cards from your hand face down.

He's not saying that you're putting your opponents hands into your hand. You give them the cloister, then at the beginning of your next turn (or a third player in multiplayer), the opponent you donated the cloister too will exile his or her hand. You then gain control of it, so that they will never have a chance to regain those cards that they exiled.
