Play the cards in this order:
1. Quicksilver fountain
2. Choke
3. Chisei, Heart of Oceans
4. Frozen Aether
The top 3 cards provide a soft lock, while frozen aether makes it a hard lock.
Quicksilver fountain makes non-island cards into islands each turn for each player. Your chisei removes the counters on your lands. Choke prevents the opponent from untapping his lands. Frozen aether makes sure that the lands he drop also taps before he can use them.

Maybe Replace Frozen Aether with Root Maze and replace Chisei with Power Conduit. This will allow you to play solid green and you can do something useful with the removed counters. Maybe go green red with some island hate like Boil and Tsunami. Hope this helps.
