Step 2: Play Donate, laugh, and wait.

Step 3: ... lol. There is no step 3.

Combine with bounce cards on their lands, or go multicolor for landkill/handkill.

play mana short after their untap phase but before their upkeep.. win.

Can you Mana Short them before upkeep? I thought first time to play spells was upkeep phase, and they have priority so they will be able to pay upkeep costs right?

I thought they could pay upkeep costs first as well.

Exhaustion would be what you want, combine it with a mana short and well, that is fun.

you can't play anything before the upkeep step, however,  since cumulative upkeep is a trigger ability that goes off at the beginning of the upkeep, you can play the mana short while the trigger is still on the stack

If I ever make a Zedruu deck, IoG would definitely make the roster.

Regarding Mana Short on top of trigger, couldn't he just pay the cumulative upkeep cost on top of Mana Short? Payment then resolves first before Mana Short, won't it?

Yeah, that works. Technically, players can hold priority, so they would have a chance to respond to the upkeep cost before you if they wished, but you'd still be able to Mana Short before anything they did resolved, so they couldn't float any mana.
