Won't work. If you use it on your turn it is back on your turn and if you use it on your opponents it comes back at the end of there turn. Since that is after the combat phase the idea doesn't work. May have other options though...

it does work... not for THAT combat phase (if you do it during their turn) but they will skip their NEXT combat phase though as that is what it specifies.

It works only because it says "next".  Which is pretty cool.

The dignitary sets up an ability that checks when an opponent would have a combat step. If they would have a combat step, they skip it, and the next instance of his ability moves to the front of the line. If you blink him in every turn, you will have twice as many triggers, not that you need them. They would just stack up and wait until the next combat they are to skip, and the oldest one goes in to skip it.

Can't you just do this on your turn, so they miss their next combat phase?

I would think that would be when you do it.
