Use contagion engine to proliferate Jace and Karn's loyalty counters 2 times. untap with voltaic key, repeat. use another voltaic key, repeat. karn and jace both should have 6 more counters than before. use Karn's +4 or -3 ability to exile your opponent's permanents/hand. When available, use Jace's ultimate ability and exile their library. your opponent will be left with their permanents on the battlefield, which you can exile 1 at a time with karn, and their hand as their library

Okay, there is no "almost ultimate ability", lest well an "ultimate ability"! lol  It's his 4th ability or the -12 ability.

I would be amazed if you could get even part of this off.

Exactly. When their hand becomes their library from Jace,  then you can use Karn on your turn to exile that card from their hand because they are forced to from being the only card in their hand, leaving them with nothing in their hand left. If they play the card, you just exile the played permanent (unless, although unlikely, it's a sorcery or instant) or exile a stronger card on the battlefield (Karn should have enough counters to use his -3 long enough)

Man... this combo is much EXPENSIVE! Even in the casual games, is possible that you never will put it entirely in the board and use the proper abilities. If you use elves or braid of fire is possible to do, but still hardly... and using only blue in the deck, the only color in the combo, this become madness.
To make it cheaper, i think exchange Karn for some mana accel to aid in the Contagion Engine + Voltaic Key focusing in Jace fourth ability can make this more playable ; )

It's also expensive on the wallet...
