Would I get everlasting mana? (Equip Shuko for -1 mana to any creature, then equip it to another) Does this work?

No. For that, the steelshaper would have to produce the mana. since he doesn't do that, you arne't given any mana. he simply reduces the cost. if the cost is zero, he cannot reduce it, therefore his ability is essentially rendered null and void.
