You get to keep all your cards but your opponents will have to discard. Get this up to a high mana by using high tide or this combo http://www.mtgcombos.com/view.php?fid=2&tid=3715. Now your opponents will be forced to discard unless they have a lot of mana lying around or their own Spellbook or Library of Leng. Now you probably also have any card you  want for playing. Use the Null Brooch on their next turn if you are worried about milling yourself

The discard is a cost, not an effect. The cards you discard here would go to your graveyard, and the Library wouldn't to anything.
