simple, change the text of chill to affect any color, very good defense vs. speed decks (especially goblin and burn decks) if you end up facing a card you can't kill, or a spell that needs countering, sleight/hydroblast it, and if you find yourself with too many hydroblasts and no Sleight of minds, then Tidal visionary can be used with Hydroblast to destroy permanants of any color
really this is more like a deck build than a combo, the combo is Chill and Sleight of Mind.
the other two are just extras

Not bad at all. This gives Blue a side of control that i have actually never seen played before.
