Play Colfenor's Plans, and then Donate the Plans to your opponent. As your opponent was likely not prepared for this, he/she will eventually run out of stuff to do.

this would not cause your opponent to remove the top seven cards of their library, but would keep them from drawing cards and only being able to play one spell a turn, making them completely unable to do anything unless they had a destroy enchantment/permanent in their hand.
