If you are playing mono-black, these are the
only
black cards that can remove artifacts (of the non-creature variety of course) - most of which don't target and one is banned even from vintage. There are currently no mono-black cards that can remove enchantments (
Quagmire Druid
has a green activation cost).
Am I mistaken?

You're not mistaken. Black has trouble dealing with artifacts and enchantments - it is part of black's flavour though (i.e. it's intentional).
Red also has trouble with Enchantments, Blue has trouble with Artifacts (short of bounce).

Blue can bounce it back to someone's hand and flush it out with Wistful Thinking and the like. Or, you could use Steal Artifact to gain control of an opponent's troubling contraption. Blue ultimately can take care of any kind of permanent - and so can white and green.
Liquimetal Coating
can turn anything into an artifact and then all you need is a shatter or any of the numerous red artifact destroyers and wala, red can take care of any kind of permanent as well.
Black can use the liquidmetal coating and destroy it as an artifact, but unless you have phrexian tribute or gate to phyrexia - and a stockpile of creatures to throw away - you're at such a disadvantage.
Coming to think of it, I kind of like the idea of building a black deck that uses phrexian tribute and liquidmetal coating, haha. Horribly inefficient, but it might catch people off guard.
