It is a way to let the elemental copy the mage's ability. Not bad.

yeah, it will work with any summon that has the level up ability

Assuming there are not counters on the leveler, the only ability the elemental will get is the level up ability, because that is the only activated ability the level up creature has.  The rest of that  abilitys are created as a result of the static ability.

Basically the differant levels of a leveler read as  "if this creature has X level counters, it has this P/T and this ability" .  This is a static effect .  so the elementally will only be able to get the level up since it is present at all levels and the ability it gains based on the number of counters on it.

A summon is the orignal creature card. In older cards the type line would say summon whatever. See the card the wretched for example
