You can lockdown a hand, and force your opponent to either continually lose life or let you draw.

Just me but i would look for a black card instead of a green card. Reason is black blue control works, and if you used black then there are also ways to make them discard cards. Empty there hand vs let it run down seems like a good idea.

I don't agree.  I like it with the green.  through in a couple of greens cheap tokens for reatures to tap plus greens acell since you will be paying at least 2 mana each turn you won't tie up your mana so you can play the better draw spells making tougher choices for your opponent as well as have the mana to still play counters to deal with his creatures

also to me fallowsage seems like a must in this as do some of the other lowryn merfolk

Illusions of Grandeur would work for 10 turns, as your opponent wouldn't be able to draw things to destroy it.
