It's simply. Gilded Lotus can add three mana of any color. Filigree Sages can untap target artifact. Then you use Heartstone or Training Grounds to reduce Filigree Sages' activated abilitie cost. It will show to you.

At 5 mana for the highest priced card it is a end game combo. Since blue doesn't have many x cost cards what would be a good ending for this is an question.

You can have memnarch or bosh iron golem to do the finishing touches
