If Tolarian Academy add mana at least 4 or 6, you use Memnarch to add an artifact type. Then use Filigree Sages untap Tolarian Academy many time you want.

Now you have infinite blue mana for add artifact type and control all permanent.

Tolarian Academy is the most powerful land. The only one that compairs is Gaea's Cradle, and blue has as many untap tricks as does green.
