Im not sure the rules about regening a creature with full health. Anyone know?

It only makes a token per "shield" destroyed.

 

10/1/2009 Spiny Starfish's first ability creates a regeneration shield for it. Spiny Starfish's second ability checks whether it _used_ any regeneration shields that turn, not whether any regeneration shields were created for it.

It says the next time it would be dealt damage. Generally, that occurs once per turn. Use Pestilence for anything at all.

This gives me an interesting idea. How about using the leeches on some creature with a "comes into play" or "leaves play" ability, and then throwing out Lethal Vapors?

If it has a leaves play ability why regenerate it. Also the way you wrote it won't help as the creature is already in play when vapors comes into play.
But if lethal was in play first and then you play a creature when the destroy trigger is on the stack you can flash in leechs to save it. If that creature has regerante target creature your in good shape
