You need an infinite mana loop of your choice for this to work but basically its tap marrow gnawer to sac another rat and get a 1/1 rat for each other rat you have, now you use the staff to untap the gnawer which you would tap and sac a 1/1 rat token to another 1/1 rat for each other rat you have, this includes the tokens you have. just do this to rack up infinite 1/1 rat tokens with fear

Infinite mana with Staff of Dominance and any tap ability is a win-con.
