With 9 lands... Or whatever, 9 mana from one type of source, copy turnabout infinite times for infinite mana. :)

Correct. Quanar flips up and down, copying turnabout. Turnabout does the untapping... And you do the tapping 9 lands over and over 'till your card sleeves split.

clever play... similar to how i abuse cards like turnabout and peregrine drake (use high tides)

The copies are not cast, so it doesn't help the storm count

which is true, and unfortunate

however, infinite storm count is easy with Man-o-War and Aluren.
