3 colors and a top cost of 5 mana. If you aren't pulling heavy mana acceleration they may very well have a board position that makes preventing there spell casting irrelevant. Also this only cast silence once. There is 2 turns. They are your turn and there turn. If you block there turn they can still cast instans and things with flash on your turn. It's good, but may come to late.

I still don't get the title.

Also, Time Walk and Time Warp keep it two colors.
