PLay misers to reduce opponent hand to 1, play telepathy and tap sliver to discard that card... or you can play Thought Devourer and Thought nibbler and bazaar trader

Ironically, having Honden of Night's reach (or equivalent) is usually more effective than limiting maximum hand size.
