No it can not as a planeswalker is not a player.  Even if it could it would not do anything as a planeswalker does not have "life"

how come creatures and target spells can hit a plainswalker then?

Planeswalkers are still permenants and can be targeted by spells that target permenants, such as o-ring.  Burn spells can not target a planeswalker however the opponant casting it can cause the damage to be redirected to the planeswalker.  Attacking creatures can choose between attacking the planeswalker or its controller.  These methods of removing loyality counters were put in as a  way to keep planeswalkers from becoming grossly overpowered (ie, you would be able to trigger there ultimate everygame)  So while they share some charateristic of creatures and some of players they are neither, rather WOTC considered them to be an ally you can call to help you.

Safe Passage can't save the little dude, but harm's way can (since it says permanent). Anyone knows how blightning works? I think you can burn him, but who discards the cards? The player or the planeswalker?

Blightning has 2 different effects going on, both of which target the player, however these effects are not relying on the other to occur(ie you don't discard because you took damage).  As a result, the damage can be redirected to the planeswalker, while the player still discards.
