A deck is not very good without its land. Cast Mana Severance to remove land from your deck, then cast Divert and choose your opponent. You can now remove every last bit of land from his/her deck. Make sure that they have all or most of their land tapped, but how many players have 2 mana to spend at the begining of the game.

Don't mean to be a pest, but doesn't there have to be a target mentioned on the card in order to change the target?

the target is designated within the text of mana severance as your library. by playing divert you can change it to your opponent.

another great card to use other than divert is Goblin Flectomancer

The idea is good, however, i see 1 major flaw, you take up 8 card slots in your deck, pay your 3 mana, and then your oppenent says "ok I'll search for 0 lands"-bummer.
Also mana severence or drastic cant be diverted/swerved for pretty much the reason Metal said

once again i post. mana severence TARGETS YOUR library. Divert only changes the targeted library in play to your opponents. Secondly, regardless if your opponent has three or even better two lands, there are very few decks out there that can run sufficiently on only two-three lands. So "Bummer" = A Game Ender on turn three.
So one more time.

You do realize that mana severence was printed over 12 years ago and rules and wording have changed since then, which is why the oracle text is the end all. Its easier to keep updated.
Also from the Oct 1, 2009 updated comprensive rules:
113.1a An instant or sorcery spell is targeted if its spell ability identifies something it will affect by using the phrase “target [something],” where the “something” is a phrase that describes an object, player, or zone.

113.9a Just because an object or player is being affected by a spell or ability doesn’t make that object or player a target of that spell or ability. Unless that object or player is identified by the word “target” in the text of that spell or ability, or the rule for that keyword ability, it is not a target.

113.9b In particular, the word “you” in an object’s text doesn’t indicate a target.

So mana severence does not target and can not be diverted.

I see what your saying. The comprehensive ruling was printed in 1999. Tempest was printed in 1997. And lastly after doing some searching i see that they started "Target" keyphrase around 1995. Only to clarify the rulings 4 years later...Oh well. It was a wonderfully evil idea.
