Play Vigean Hydropon and it comes into play with 5 1/1 counters on it. Play Lignify on it and it becomes a 0/4 treefolk now able to attack and block with 5 1/1 counters on it.

As far as i knew, the reading of grafting only allowed a single +1/+1 counter to be moved, not multiple

he's not moving counters he's simply removing the attack/block restriction, though you can't graft anymore small price to pay for a 5/9, very nice combo

yes it is.
the text on a card is an ability. having an activation cost or tapping are not the only requirements for it being an ability. the fact that this abiltiy is a restriction does not change the fact that it is an abiltiy.
