It is exactly as stated. It can have any number of cards attached to it to produce a result, but on its own does nothing. It is the combo base. Any card that says \"tap a creature\" or \"tap a merfolk\" can be used. Options i thought of are Glare of Subdual, drowner of secrets, and hirs-strung koto. You can add things like soul warden or sigil captian to make it better.
