I have a question about this: I have all three cards in play, and I use Blasting Station to Sacrifice the elf. Due to Persist, the Elf pops back into play with a -1/-1 counter. Do the two +1/+1 counters from Sigil Captain permanently remove the -1/-1, leaving just one +1/+1? Or in other words, does a +1/+1 cancel out a -1/-1?

yes the elf will be a 2/2 with one +1/+1 counter=3/3

Juniper Order Ranger can also be supplicated for the Captain.
