Yep twogun you are correct, it counts as being played from your hand.

Nice find, how early can you do it?

If i recall correctly, at one point cards could only be played from your hand, so cards that were able to be played from elsewhere had the phrase  "as if in your hand", however, that changed with mechanics like flashback and madness, and spells could then be played from any zone.  as a result the previous cards that said "as if in your hand" were errtaed to remove that part since it no longer mattered.  So agenda was errtaed to be cards can be played from your graveyard.  and the ruling actualy states that these cards are not to be considered in hand.

as per gatherer:

is only considered "cast from your hand" if you cast it as a spell from
your hand. Putting it onto the battlefield from your hand using a spell
or ability will cause you to lose the game.

this not only applies to using things like Elvish Piper, obviously.  also, as someone else mentioned:

The cards in your graveyard are not considered to be in your hand for any reason. For example, you can't discard them.

problem with volrath and yawgmoth becoming planeswalker cards is they were not planeswalkers.
