I'm pretty sure that you would need a second seat of the synod because with just one, you would need to use the mana you got from the lotus cobra in order to play the seat again.

No, you only need 1.
Tap the Seat for 1 Blue. Spend the Blue to return and play the Seat. You have one mana floating. Tap it for 2 mana floating, then use 1 to untap the Transmuter and 1 to tap it to repeat.
