yep! but you still need to break the two cost to tap the staff if your wanting to make it infinite, say a veridian longbow also attached or some kind of totem...

I think you just need to attach it to a creature with a natural "Tap: 1 damage" ability like well i don't know maybe Prodigal Sorcerer/Pyromancer, Goblin Sharpshooter, Jeshka, Kamahl, etc.
