I see what you are doing, but wouldn't you need two Fatestitchers since it says "another target permanent"?

No. The activation of the ability cost "tap". Since cost are payed, the ability goes on the stack, the ability resolves, is the order of operations, the creature can use the tap ability to untap itself.

I'm inclined to agree that it would need to tap another permnanent (which would exclude itself).

pysche-if the text on fatesticher said "tap/untap target permanent" then yes you would be correct, however the text reads "another target permanent" setting up a restriction in what it can targeted in this case it can target anything other then itself
