Better than that, It lets you draw up your Entire library for 0 mana investment. Just future sight and Top are good together getting you the abilities that net "1:draw a card". With all three you get more along the lines of "0: draw a card" (it's actually "T: draw a card and put Top on top of your library"+"You may cast Top from the top of your library for 0")
