Potentially sooner: you just need a Plains untapped to pull this off. If you also had two Black Lotuses in your opening hand, you could win on turn 2. Turn 4 is if you do it with only basic lands.

1. Tap Plains and activate Ruin Ghost, exiling the Plains
2. Lotus Cobra gives you U, Hedron Crab forces discard
3. Activate Tideforce Elemental to untap Ruin Ghost
4. Repeat

Inspired by http://www.mtgcombos.com/view.php?fid=2&tid=6963, but this has the advantage of being less expensive (and actually doing something on its own).
