I believe so. I think this is the same as the judgment wishes.

Well yes it is the same as the wishes, so that means that for tornement play, you can only take from your side board, however in casual play you may take any card you own.

Yeah, buy a RoE booster pack before a casual game then activate the ability then open the booster pack... It's like booster tutor from Unhinged...
