Right off the bat, this is NOT a competitive deck. Between Military Intelligence and Quickling, I was inspired to try a faerie deck, and this is what I came up with:
-4 Faerie Impostor
-4 Mothdust Changeling
-4 Zephyr Sprite
-4 Quickling
-4 Spellstutter Sprite

-4 Military Intelligence
-4 Ghostly Flicker
-4 Cackling Counterpart
-4 Fated Infatuation
-4 Aetherize

-4 Faerie Conclave
-16 Island

Between the copies of Spellstutter, and all the spells that can duplicate it or bounce it, this deck is essentially running 1/3 counterspells.

So my question is, what would you change out to either streamline or increase its power, with the main stutter framework intact?

Theme decks are too easily wiped out.

that's what sideboards are for.

You didn't put a cost requirements so I assume there are none
military intelligence wants an aggro strategy, while sputter wants you to hold back to make sure you have enough faeries to be effective, after all it doesn't do you any good against a wrath if you only have 3 faeries.
Bitterblossum will be a way to merge the two. It counts as a faerie so your not missing a drop there and gives tokens to attack with triggering military. And if it drops early enough you will always be faerie higher then your opponents land drops. seculed glen and drowned catacomb will make it easy to splash black without giving up your land drops

I'm going back and forth about aetherize, once you start you combo your opponent will most likely alpha to take out as many faeries as possible, though if you go aggressive for military they will hold back making aetherize nothing more then an unsummon. Peel from reality might give you more options as it can remove attackers or blockers, as well as a way to reset sputter

My play experience so far, with Military Intelligence, is I only really WANT the two creatures to start, so I can net the draws. Then, as they attempt to get some board position, the spellstutters start flying, giving me more attackers while still able to answer threats. Its part of the reason for the MI, to draw more responses.

Aetherize IS the first on the chopping block. If everything else is going right, its a completely dead card in hand, and is just a panic button otherwise.

I may just drop in a set of Favorable Winds in its place. Buff the faeries at a low cost, and doesn't shroud them like Scion of Oona, which shoots down some of my counter-capability.

I am really liking Quickling and Faerie Impostor. Both allow me to bounce a spellstutter for another shot, and the quickling in a pinch can be a counter for spot removal.

What's about
Erayo, Soratami Ascendant (could start with 5 mana)
Mistbind Clique (use Quickling as Spellstutter Sprite)
Notorious Throng (you have changelings)
