And i thought that the wish cards were going to be the last cards dealing with outside of game.

yes cards that are exiled are held in the exile zone which is part of the game, so for tournament play out of play is your sideboard, which is why it is nowhere near broken, it would limit your options to much to make it truely effective , so I don't think you will not see much of this card besides for it's spawn ability.  except in casual games where outside the game is your collection

Anyone think that Draco will lose the highest converted mana cost (not counting gleemax) in magic?

Well, he might lose the highest CMC title to Eldrazis... There is none yet that can beat it but I believe there is something in RoE...

Well actually, RoE, doesn't have anything over 15 (i'm shocked) as can be found on magiccards.info
