Why would wizards make a card that can copy emrakul or progenisis?

Lazav almost went straight into my reanimator.

"Whenever a creature card is put into an
opponent's graveyard
from anywhere, you may have Lazav, Dimir Mastermind become a copy of that card except its name is still Lazav, Dimir Mastermind, it's legendary in addition to its other types, and it gains hexproof and this ability."
Progenitus CAN'T go into a graveyard, even for a split second, because of the wording: "if". Emrakul can, but a trigger goes off that reshuffles it back into the library: "when".
In short, Lazav is only as powerful as your opponent's most powerful creature that hits the graveyard. So if he/she is playing an Emrakul, he/she deserves to have it be used against them.

ACTUALLY Emrakul, Kozilek, Ulamog, Worldspine Wurm and many other bombs say: "
when
_____ is put into a graveyard from play..." meaning that they do in fact hit the grave before shuffling back into their opponent's deck and can be copied by Lazav. Blightsteel and Darksteel colossus on the other hand say
if
and therefore don't touch the grave at all.
They made Lazav this way because anyone running the Eldrazi titans would just completely fuck up a mill deck and make it undesirable to play in many match-ups or just EDH in general.
