I cast shields of velis vel. If I summon a creature afterwords, because it says creatures a player controls does it come into play with +0/+1 and all creature types or is it its basic stats and types?

no it does not, because it was not a creature you control at the time of the shields resolution.

Unless of course the creature you cast has flash. Then the creature would resolve before the spell would.

Asumming you played it in reaction to the cast (not something you have to do)
