Am I still alowed to draw the exiled cards, when PT isn't on the field (destroyed or whatever)?

When Parallel Thoughts is destroyed or removed from play, the exiled cards remain exiled and you can no longer draw from those cards. They are simply exiled.

If you cast a 2nd Parallel Thoughts, only the new 7 cards will apply to its ability. The previous exiled cards are still lost to exile.

To clarify, the card has something called "Linked Abilities".  Each of the two abilities only ever referres to the other ability.  If the permanent leaves the battlefield and another or even the same enters the battlefield again it will be a new object with no memory of it's previous existance including cards its abilities may have exiled.
