I haven't built this deck yet. I would like some input before I go out and start spending money. It's pretty much for casual play, and running with a mill/burn theme.
Lands
Sulfur Falls x3
Izzet Boilerworks x3
Cascade Bluffs x4
Island x7
Mountain x7

Creatures
None

Sorceries/Instants
Runic Repetition x4
Increasing Confusion x4
Increasing Vengeance x2
Devil's Play x2
Dream Twist x4
Firebolt x4
Volley of Boulders x2

Other
Pyromancer Ascension x2
Altar of the Lost x3
Arcane Melee x3
Secrets of the Dead x2

Sideboard
Not sure. Some combination of Talrand, Gelectrode, and Wee Dragonauts to start.

Any help is greatly appreciated-even if it's just telling me to save my money.

I would suggest almost out of need for that to really work, Snapcaster Mage. If you're going the mill route, Traumatize, Tome Scour, Jace's Archivist, Jace, Memory Adept, Duplicity for the lols. I'm sure I'll think of a couple more.

I play a janky Standard UR deck that is similar in theme. It's built mostly around Burning Vengeance. My thoughts:
- Burning Vengeance is pretty good, better than Secrets of the Dead
- Mana is important, consider cutting the Altars (too slow and vulnerable to removal) for a land and another card. I like 25 lands, as flashback costs are normally expensive
- Devil's Play is great, add more of them
- Think Twice provides nice instant speed card draw, and interacts with Burning Vengeance
- Snapcaster Mage is a four-of, if you have him
- Add some counters for good measure, like Mana Leak or Counterspell
- Pyromancer's Ascension seems weird in this deck. After you flashback a spell, it's exiled, so it won't count if you draw that spell again and cast it
- Playing that many instants and sorceries, you might as well play Delver
- Drop the Arcane Melee. Too slow and it benefits your opponents
- Consider splashing black for Glimpse the Unthinkable, Mind Funeral, Traumatize, Mystical Teachings or Forbidden Alchemy
- Dream Twist isn't very good IMO, what about Brain Freeze?
- Undead Alchemist can be good too.

So many different routes to go, but I'm mostly familiar with Standard which is why a lot of the cards I've mentioned are Standard. Good luck!

Obviously you're not building a standard deck, so here's my current build for my own Flashback deck for you to check out.....maybe it will give you some ideas.

Sensei's Divining Top         x 3                   Increasing Vengeance    x 4
Catalyst Stone                   x 3                   Preordain                        x 3
Recoup                               x 4

Erratic Explosion                x 3                   Time Stretch                    x 3
Stomping Slabs                  x 4
Firebolt                               x 3                  (--------------------          x 2) ?
Exhaustion                         x 4
Chain Reaction                   x 2
Wash Out                           x 3
-----------------------------------------------------------------------------
Mountain                       x 7
Island                            x 6
Sulfur Falls                    x 2
Cascade Bluffs              x 1
Spinerock Knoll             x 2
Academy Ruins             x 2

Still have 2 cards to work out for this deck. Basic idea is to use the Top to set up Erratic Explosion and Stomping Slabs. Time Stretch is your target for Erratic Explosion to do 10 dmg. I use Time Stretch because it is a sorcery target for Recoup and Increasing Vengeance, as well as a late lockdown in its own right. Everything speaks for itself.  Hope this helps to give you some ideas.

Another note: Catalyst Stone also applies to all Recoup costs as well, and reduces your Increasing Vengeance cost from the grave.  Spinerock Knoll triggers on Erratic Explosion and Stomping Slabs.  And Academy Ruins fetches your dead Catalyst Stones.

And for the hell of it, my sideboard cards are:

Flashfires                 x 3
Wistful Thinking       x 3
Shower of Coals      x 3
Burning Wish           x 3
Long-Term Plans     x 3

@ skybreak

You should consider omniscience for your 2 slots left. It's a great card to hit with your explosion and if you get the mana to hard cast it will free up ur mana for flash back costs.

Eh, it's something I haven't considered.  I used to use Draco and Darksteel Colossus as my Explosion targets but I decided to pull them for Time Stretch to keep the sorcery pattern.  With 2-3 Catalyst Stones in play, a Time Stretch cast with Recoup can lock things down.  Omniscience would rely solely on hard-casting.....a very late option......and this deck hits hard and fast with Explosions, Slabs, and Spinerock Knolls. That's also why there isn't much need for mana ramp......cheap booms.

Another point, since I'm thinking about it.....

If you use your Top at the end of your opponent's turn to put Time Stretch 2nd card down, then on your turn you draw your first card, then cast Explosion for 3 mana. You deal 10 dmg and if you have 2 more red mana, you can cast Vengeance for a total of 20 dmg.......5 mana.   Wistful Thinking with Vengeance can nearly empty your opponent's hand.  Wash Out with Vengeance can wipe 2 colors from the board.  Works fast.
