First, I find Tibalt to be very under-powered, and his +1 ability has a tendency to harm more times than it helps. He could be replaced with far better cards.

Second, I'm not sure how competitive this is meant to be, but it seems like there are two sort of conflicting tactics going on here. You've got an aggro feel with the vexing devils and delvers, which is a fairly powerful build. But then you've got those "flickering" effects and "threaten" effects for more of a control feel. I think that committing to one or the other will help the deck be more effective.

I don't know if you need to commit to one or the other as delver is arrgo-control.  However, I do feel you are weak on the control side.  your steal then control is a neat little gimmick but I don't think it would help you as much as you would like.  there will be tokens you can't capture fast enough, decks which don't run alot of creatures, and decks which can deal with it.  your better off losing all aspects of the gimmick and replace them with hard counters and some burn they will offer more flexibility.  as will as increasing your sorcery instant count to make sure you hit delver early

Smuggler's cost is expensive. If you are having mana problems, I'd take one out and toss another land in OR toss out one of those, the two tibalts, and two simulcrums  and swap in a playset of Thunderous Wraths and the fourth Ponder. Ponder works well with miracles, so make the best out of it.
