if you pay the buyback on a spell your casting with flashback, where does it go?

Flashback ruling:
702.32a Flashback appears on some instants and sorceries. It represents two static abilities: one that functions while the card is in a player’s graveyard and the other that functions while the card is on the stack. “Flashback [cost]” means “You may cast this card from your graveyard by paying [cost] rather than paying its mana cost” and “If the flashback cost was paid, exile this card instead of putting it anywhere else any time it would leave the stack.” Casting a spell using its flashback ability follows the rules for paying alternative costs in rules 601.2b and 601.2e–g.

Buyback ruling:
702.25a Buyback appears on some instants and sorceries. It represents two static abilities that function while the spell is on the stack. “Buyback [cost]” means “You may pay an additional [cost] as you cast this spell” and “If the buyback cost was paid, put this spell into its owner’s hand instead of into that player’s graveyard as it resolves.” Paying a spell’s buyback cost follows the rules for paying additional costs in rules 601.2b and 601.2e–g.

Essentially it boils down to this:
Flashback: Exile it instead of putting it in any zone
Buyback: Put it in hand instead of graveyard

Flashback wins.

Well, that's a really odd question considering there's only one card that even has both abilities on it, and that's Blast from the Past, an Unhinged card. So this question is either worded very poorly, or you're confusing what the abilities even do.

Cards with buyback get sent back to your hand if you pay the mana cost and the buyback cost to cast it from your hand.
Cards with flashback get exiled the minute they're cast again from your graveyard; it's not optional, and can't be circumvented.

So on the off chance that you can the abilities of a card that has both flashback and buyback from the graveyard, it doesn't go to your hand again. As per Comprehensive Rule 502.22a:
“If the flashback cost was paid, remove this card from the game instead of putting it anywhere else any time it would leave the stack.”

I doubt the question was about blast from the past, it was probably due to something like capsize and past in flames.

you could give a card with buyback flashback with snapcaster mage if it was in your graveyard. That's prolly where the question came from.

Can a creature with Hexproof be countered?

Yes! All abilities like hexproof, and shroud are only active when the creature is on the battlefield, unless the card itself says otherwise!
