Is the rule just that you're not allowed to have emrakul in your deck?! If it is, can you play him with spawnspire of ulamog?!

Emrakul is banned. It can't be in your deck.

So what about the other half of the question—can he/she/it be played from outside the game (and therefore not from your deck) via the Spawnsire's last activated ability?

If you are playing for casual, yes.

If you are playing for realz, I wouldn't think so. It doesn't make sense for you to be allowed to have a banned card in your sideboard.

In general, you are never allowed to have a banned card in any zone.  So although you can bring it into play, it will never actually be played, and won't trigger anything.  Of course certain play groups can make their own rules.

EDH being casual the banned list is suggested. If your play group wants to allow braids as a general or kokusho thats cool. But I think Emrakul faces the same requirement as sideboard cards  they must have been allowed legally into the deck. So I can't use death wish in a lim dul edh to grab unmake
